柳念国 笔名余歌，湖南省浏阳市人，1977年参加高考，1982年毕业于湖南师范大学，高级讲师，湖南省作家协会和曲艺家协会会员，曾任浏阳市委宣传部副部长、《浏阳日报》总编辑、浏阳市委党校校长、市作家协会主席（现为名誉主席）。(LIU Nianguo publishes writings using the pseudonym Yu Ge. Born in Liuyang, Hunan Province, he participated in the college entrance exam in 1977 and graduated from Hunan Normal University in 1982.
